Two highways and a railhead decide much of what Manipur needs. NH-2 through Kangpokpi and Senapati carries most of what enters the state, so fuel stations, truck halts, godowns and transport yards line it, and convoy timing and blockade days drive the roster more than the premises do. At the other end, Jiribam's station, goods yard and transhipment sheds handle the road-rail transfer from the Silchar line, and NH-37 carries the haul to Imphal. In Tengnoupal, Moreh adds customs and warehousing premises, transport yards and a border market at the end of a long hill highway.

In Imphal the stock is dense and the calendar is the difficulty. Imphal West holds the secretariat belt, the airport landside, a teaching hospital, university campuses, banks, hotels and the Ima Keithel blocks, and Imphal East adds a 24-hour teaching hospital at Porompat, directorates along Khurai and Kongba and warehouses on the Ukhrul road. Curfew hours, bandh days and highway blockades can move shift changes without notice, so relief is held close and rosters are written to absorb them. Thoubal, Kakching and Bishnupur add mandi sheds, rice mills, cold stores and market towns along the valley road, and lake-edge premises around Loktak at Moirang and Sendra.

The hill districts are a question of distance. In Ukhrul, Tamenglong, Kamjong and Chandel, offices, health centres, school and church campuses, horticulture collection points and telecom towers sit at the end of long hill roads, where a post an hour away on the map can be half a day in monsoon. Lamka in Churachandpur, the commercial centre of the southern hills, carries its own concentration of hospitals, banks, fuel stock and transport yards.
